FSi was the mechanical engineer for the development of a strategic facilities plan for Harborview Medical Center (HMC). The plan and report informed a $1.7B bond measure passed by King County voters in 2020.

HMC is Washington’s only Level 1 Trauma Center, and is the designated Disaster Control Hospital for Seattle and King County. In partnership with UW Medicine, HMC has cutting edge programs for burn therapy, neurosurgery, and other specialties, and is also critical for serving the area’s uninsured and underinsured population. This $2M study evaluated the function, capacity, code compliance, and remaining useful life of every system in the 413-bed hospital. The project included assessing the central plant and steam distribution infrastructure. The campus heating, cooling, hot water, and steam needs are currently served by steam piped from Enwave (formerly Seattle Steam), which has proven to be costly and unreliable. FSi developed a plan for transitioning the campus over time from steam service to an all-electric heat-pump-based system to improve reliability, reduce utility and maintenance costs, and meet the requirements of Seattle and Washington energy codes.

The 2021 Washington State and Seattle energy codes take effect soon. For the first time, all-electric systems are required statewide.
